Minister Nusron Highlights the Critical Role of Local Governments in Land Reform and Spatial Planning at the 2025 Regional Leadership Orientation Program. |
Sumedang, June 25, 2025 - The Indonesian Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Nusron Wahid, delivered a keynote speech at the Regional Leadership Orientation Program for Governors and Deputy Governors (Wave II) held at Balairung Rudini, IPDN Campus, Sumedang, West Java. In his remarks, he emphasized that strong collaboration with local governments is essential for the success of national strategic programs in land affairs and spatial planning.
“We need collaboration with regional leaders in at least three key areas: Land Reform, Land Procurement, and Spatial Planning and Management. These require full cooperation,” said Minister Nusron, who was accompanied by Harison Mocodompis, Head of Public Relations and Protocol, and Yuniar Hikmat Ginanjar, Head of the West Java Regional Land Office.
Land Reform: Regional Leaders as Key Decision-Makers
Minister Nusron explained that regional heads serve as ex-officio Chairs of the Regional Agrarian Reform Task Force (GTRA). This position places them at the heart of determining beneficiaries (subjects), while the ATR/BPN identifies the land (objects) and executes the program.
“The success of Agrarian Reform lies in your hands. You determine the beneficiaries, and we execute the program,” he stated.
Synergy Between Central and Local Governments Is Non-Negotiable
Minister Nusron warned that without strong synergy, programs such as Land Reform will not reach their full potential.
“With strong collaboration, our land and spatial planning targets will go beyond mere statistics—they will translate into improved public welfare and stronger local economies,” he emphasized.
Empowering New Leaders to Drive Regional Development
The event was moderated by IPDN Vice-Rector IV for Cooperation, Suhajar Diantoro, and aimed to equip newly elected regional leaders with the strategic knowledge needed to implement land and spatial policies effectively in their areas.
Joining Minister Nusron was Deputy Minister of Transportation, Suntana, who also served as a guest speaker during the same session. The five-day event (June 22–26, 2025) was attended by 86 newly elected governors and deputy governors from the 2024 Regional Elections who had not yet participated in the Wave I orientation.
Building Stronger Regions Through Strategic Collaboration
Minister Nusron’s address underlined one key message: Indonesia’s national development goals in land and spatial planning depend on local leadership. Without active and sustained cooperation, the impact of these programs would remain limited to paperwork instead of real change on the ground.
When central and local governments work in harmony, national priorities turn into concrete outcomes that benefit communities and drive sustainable development across the country.
