Preventing Land Disputes in Indonesia: Minister Nusron Urges Local Governments to Promote Land Boundary Marking Awareness Among Citizens. |
Sumedang – To minimize land conflicts that still frequently occur in Indonesia, Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Nusron Wahid, called on local government leaders to actively promote the importance of installing land boundary markers in their communities.
Speaking at the 2025 Regional Leaders Orientation Program (Batch II) at the Institute of Public Administration (IPDN) in Sumedang, West Java, Minister Nusron emphasized that a lack of awareness about land boundaries often leads to unnecessary disputes.
“Many land conflicts happen just because people don’t know or maintain their property boundaries. Some even mistakenly swap boundaries with neighboring plots,” Nusron said on Wednesday, June 25, 2025.
GEMAPATAS: A National Movement That Needs Local Support
Since 2023, the ATR/BPN Ministry has launched the GEMAPATAS program (Community Movement for Installing Land Boundary Markers), aiming to educate the public on securing clear and visible land borders. However, Nusron stated that this movement can only succeed if it receives full support from local governments.
“It’s time for all of us to actively socialize this initiative. Local leaders need to lead the way in educating the public about setting up proper land markers to prevent disputes,” he emphasized.
Unregistered and Unmapped Lands Still an Issue
Minister Nusron also pointed out that millions of land parcels in Indonesia are still unmapped and uncertified, a situation that hinders legal certainty and development. He encouraged regional governments to collaborate with village authorities and professional associations in land surveying and mapping.
“Don’t do it alone. Work together with the village apparatus and professional organizations. It’s the only way we can speed up the certification process,” he added.
National Land Registration Progress Nearing Completion
As of June 2025, Indonesia has recorded positive progress in its National Land Registration Program. Out of the target of 126 million land parcels, 122.5 million parcels have been registered, with 96.4 million already certified.
“We’re almost there. The remaining parcels must be completed together. The role of local governments is crucial,” said Nusron to 86 newly elected regional heads and their deputies, many of whom were appointed following Constitutional Court rulings or re-votes.

Also present at the orientation were Vice Minister of Transportation Suntana, ATR/BPN’s Head of Public Relations and Protocol Harison Mocodompis, and Head of West Java Land Office Yuniar Hikmat Ginanjar.
