G20 Success Collective Responsibility Of Member States: RI President.

Badung, Bali - The success of the G20 Summit is the collective responsibility of G20 member states and the global community has high expectations from the grouping, according to Indonesian President Joko Widodo.

"The success of G20 (Summit) is the collective responsibility of the entire G20 member states," Widodo said during a bilateral meeting with Japanese Prime Minister Fumio Kishida on Monday ahead of the G20 Summit in Bali.

The President affirmed that the global community has high expectations that the G20 will be a catalyst for global recovery.

He also expressed gratitude for Japan's continued support for Indonesia's G20 Presidency.

Regarding economic cooperation with Japan, the President pushed for the completion of the Indonesia-Japan Economic Partnership Agreement (IJEPA).

Widodo also lauded the signing of a memorandum of understanding (MoU) on the Jakarta MRT expansion project earlier on Monday and the joint feasibility study for the third phase of the Jakarta MRT last October.

"I hope for Your Excellency's support to ensure the MRT project could complete on time," he said.

During their meeting, Widodo and Kishida also discussed regional cooperation, with the Indonesian President highlighting the importance of maintaining regional stability and peace as well as developing regional green industry.

Widodo pointed out that Indonesia's ASEAN chairmanship in 2023 will coincide with the 50th anniversary of ASEAN-Japan relations.

"I encourage the concrete and synergic implementation of the ASEAN Outlook on the Indo-Pacific (AOIP) and the Free and Open Indo-Pacific (FOIP). Next year, Indonesia will also encourage the engagement of the Pacific countries with the ASEAN. Indonesia also invites Japan to bolster cooperation with Pacific countries," he said.

Coordinating Minister for Economic Affairs, Airlangga Hartarto, Foreign Minister Retno Marsudi, Transport Minister Budi Karya Sumadi, Energy and Mineral Resources Minister Arifin Tasrif, and director general of Asia-Pacific and Africa at the Foreign Ministry, Abdul Kadir Jailani, accompanied President Widodo to the bilateral meeting.

Jakarta - President Joko Widodo (Jokowi) has urged the Association of Southeast Asian Nations (ASEAN) to remain vigilant against the wave of crisis that is currently engulfing the world.

Despite the wave of crisis, ASEAN has still shown positive economic performance, he noted while addressing a meeting between ASEAN leaders and the ASEAN Business Advisory Council (ASEAN-BAC) in Phnom Penh, Cambodia, on Thursday.

"The total ASEAN gross domestic product (GDP) still exceeds US$3 trillion and ASEAN is the fifth biggest economy in the world. In this state of financial turmoil, of course, we all must be vigilant. The partnership between the business world and governments must be intensified. The private sector plays an essential role," Widodo said, according to a press statement released by the Presidential Secretariat's press bureau.

In the short term, efforts must be made to strengthen ASEAN’s economic resilience, the President said. This will require the implementation of countermeasures and adaptive macro-prudential government policies to stabilize the financial system and stimulate economic mobility.

"The private sector must also be forward-looking. This means that they must be careful to see the crisis, exercise caution, and act quickly to adapt. The speed and accuracy to adapt is the key to ASEAN economic resilience," he said.

The President also stressed the importance of improving ASEAN’s competitive edge through innovations in the long run.

"Make sure that we will be competitive in the future through innovations. Digital economy and green economy are ASEAN's future. The digital economy enables (us) to increase productivity and expand market access. Through the green economy, make sure that ASEAN continues to grow in a sustainable way," he said.

At the meeting, the Indonesian leader also underscored the importance of micro, small, and medium enterprises (MSMEs) for the ASEAN economy. More than 90 percent of business undertakings in the region are MSMEs, and 65 million MSMEs are in Indonesia alone.

"The advancement of MSMEs has a significant impact on the ASEAN economy. Thus, our synergy becomes highly crucial to be strengthened," he remarked.

Phnom Penh - President Joko Widodo (Jokowi) and First Lady Iriana Joko Widodo arrived in Phnom Penh, Cambodia, on Wednesday night for the 40th and 41st ASEAN Summit.

The presidential airplane, Indonesia-1, carrying the President and his entourage landed at Phnom Penh International Airport at 7.35 p.m. local time on Wednesday.

Upon their arrival at the airport, the President and the First Lady were greeted by Cambodian Minister of Post and Telecommunication, Vandeth Chea; Indonesian Ambassador to Cambodia, Sudirman Haseng, and his wife; and Indonesian defense attaché in Phnom Penh, Mochammad Rizal, and his wife.

From the airport, the President went straight to the hotel where he will stay while in Cambodia.

Upon arriving at the hotel, the President was greeted by Coordinating Minister for Political, Legal, and Security Affairs, Mahfud MD; Coordinating Minister for Economic Affairs, Airlangga Hartarto; Foreign Affairs Minister Retno Marsudi; and home staff representative, Arif Gunawan, and his wife.

Earlier, Widodo had said that he will attend more than 20 meetings during the 40th and 41st ASEAN Summit and other summits until November 13, 2022.

One of Indonesia's focuses during the ASEAN Summit will be its ASEAN chairmanship next year, he added.

During its ASEAN chairmanship in 2023, the country will raise the theme “ASEAN Matters: Epicentrum of Growth.”

President Signs Regulation On Government Food Reserves.

Jakarta - President Joko Widodo (Jokowi) has signed Presidential Regulation (Perpres) No. 125 of 2022, which stipulates that government food reserves (CPP) must consist of 11 commodities.

Based on a copy of the regulation, which was obtained from the website of the Legal Documentation and Information Network (JDIH) of the State Secretariat, Jakarta, on Thursday, to maintain food availability throughout Indonesia, it is necessary to master and manage CPP, whose implementation has been assigned to state-owned enterprises (BUMN).

CPP in the form of certain staple foods will be determined based on the type and amount. Certain staple foods are defined as staple foods produced and consumed by the majority of the Indonesian people. If their availability and price are disturbed, they can affect economic stability and cause social unrest in the community.

"Certain staple foods that are designated as government food reserves (CPP) include rice, corn, soybeans, onions, chilies, poultry meat, poultry eggs, ruminant meat, consumption sugar, cooking oil, and fish," according to Article 3 of the presidential regulation, which was signed by President Widodo on October 24, 2022.

However, the President can determine other types of food as CPP as per Article 3 paragraph (4) of the regulation.

Even though it stipulates 11 commodities, Article 3 paragraph (6) of the presidential regulation states that the first stage of CPP implementation is for rice, corn, and soybeans.

In relation to the implementation of CPP, Article 5 states that the National Food Agency shall carry out CPP planning, including setting distribution targets and CPP procurement targets.

To carry out CPP, which will include procurement, management, and distribution, Article 12 states that the government may involve the State Logistics Agency (BULOG) and/or BUMN in the food sector.

"The government has assigned Perum Bulog to organize the first stage of CPP, which includes rice, corn, and soybeans," Article 12 paragraph (2) states.

As per Article 11, the government can distribute CPP to tackle food shortages, food price fluctuations, natural disasters, social disasters, and emergencies.

The CPP can also be distributed for stabilizing food prices, handling food problems, overcoming food crises, implementing food assistance, and as part of international cooperation, foreign food assistance, and other needs determined by the government.

Jakarta - President Joko Widodo (Jokowi) highlighted the increase in global confidence in Indonesia after the achievement of national economic growth and controlled domestic inflation in the midst of a disrupted global economy.

The president also stated that the International Monetary Fund (IMF) lauded the economy in the country by calling Indonesia a bright spot in the midst of the gloom of the world economy.

"The Managing Director of IMF, Kristalina Georgieva, said that, not us. The appraisal would increase global trust in us," Jokowi remarked while opening the 37th Indonesia Trade Expo in Tangerang District, Banten, Wednesday.

The economic achievement intended by Jokowi is the realization of Indonesia's gross domestic product (GDP) growth of 5.44 percent year on year (yoy) in the second quarter of 2022. Indonesia was able to achieve that in the midst of a global recession.

"We are one of the countries to have clocked the highest economic growth among the G20 countries and other countries," the head of state remarked.

Jokowi also noted that the inflation rate was still under control in the second quarter at 4.9 percent and 4.6 percent in August 2022.

However, Jokowi acknowledged that the increase in the price of fuel oil (BBM) caused inflation in September 2022 to increase to 5.9 percent.

Despite the increase, Indonesia's inflation until September 2022 was still under control, he remarked.

"Please compare our inflation with that of other countries, our growth with the economic growth of other countries," he emphasized.

The head of state called on all parties to remain optimistic regarding the current economic conditions despite various international financial institutions having projected a decline in the 2022 and 2023 economies.

“International institutions say that this year is difficult and the next year will be dark. Our country must remain optimistic, but we must be vigilant and be careful because the storm is difficult to predict," he added.

The government itself has made various efforts to overcome this cooking oil problem, including through various policies such as setting the highest retail price (HET) for bulk cooking oil and subsidies to producers. However, the President sees that the policy has not been effective in recent weeks.

"The transportation/automotive equipment industry has grown tremendously in 2021, reaching double-digit growth of 17.82 percent. The absorption of labor is also quite high, directly or indirectly. "With a wide-spread value chain, the national automotive industry has a power linkage value of IDR 35 trillion and a backward linkage value of IDR 43 trillion in 2021. Toyota itself has a power linkage value of IDR 19.7 trillion and a backward linkage value of IDR 16.1 trillion. . So this is almost 40 percent of the cumulative total of the manufacturing industry developed by Toyota," he said.

Agus said that his party was determined to spur the industrial sector to increase investment, add value, and also expand exports, including opening up new export markets.

"(This) follows up on the directions and assignments of the President where you always convey the importance of increasing investment, the importance of increasing added value, and also expanding export markets, including opening up new export markets, including Australia," he said.

The Minister of Industry said that the export market share of Indonesian automotive products has now penetrated more than 80 countries.

"The export performance in 2021 is 294 thousand units of CBU (completely built up) vehicles with a value of IDR 52.9 trillion. As for CKD (completely knocked down) 91 thousand sets with a value of Rp1.31 trillion," he said.

The Minister of Industry also expressed his appreciation to PT Toyota Motor Manufacturing Indonesia which will make Indonesia an export hub of all its products with high technology and standards.

"In addition, PT Toyota has also expressed a commitment to produce several types of electrified vehicles which will begin with the production of Kijang hybrids and we will certainly continue to support and encourage the acceleration of electrified products or pure electric vehicles," he said.

Closing his report, Agus said that the government paid great attention to the development of the automotive industry through various stimuli. One of them is through the provision of sales tax incentives on government-borne luxury goods (PPnBM DTP).

"On behalf of the automotive industry manufacturers, we would like to thank the President for all the support and direction in efforts to awaken automotive industry players in the midst of the pandemic, especially through the government-paid PPnBM incentive policy. The President made the statement on Friday (02/04), after inspecting Liang Melas Datas Road in Karo regency, North Sumatra province, which is an access to orange-producing area Orange Village.

“After observing on the ground, proper roads are highly needed because it deals with the cost structure of oranges. If the price of oranges is Rp5,000, the delivery fee must not reach Rp8,000. It will not add up,” he said.

The President expressed hope that the repair of Liang Melas Datas Road can reduce the logistics cost to produce oranges in the area, so the price of oranges produced by local farmers can compete with that of imported oranges.

“We hope that with this production road repair, the cost structure, especially for logistics fees, logistics cost can decrease, so oranges can be sent to all cities with a competitive price and can compete with imported oranges,” he said, adding that the repair will also increase profits for farmers.

Therefore, the Government will continue to repair production roads to make the prices of domestic commodities more competitive, he added.

“It has been calculated by Minister of Public Works [and Public Housing] that we need approximately 40,000 kilometers of production roads that need repairing, building so that the cost structure, especially logistics cost can fall to a truly normal price,” he said.

The President has also ordered Minister of Tourism and Creative Economy Sandiaga Uno to improve the packaging and branding of all commodities produced by farmers in the country so that they have a higher sales value.

“I order for better packaging, better brand building, and quality check for every orange. All of this will increase the sales prices of our farmers’ products,” he said.

Data from Ministry of Public Works and Public Housing shows that the repair of 37.2-kilometer-long Liang Melas Datas Road will require a budget of Rp164.8 billion and take up two years of working period, from fiscal year 2022 to 2023.

The road repair is expected to bring real benefits for local communities in shortening traveling time, decreasing logistics fees, facilitating agricultural commodity transportation, and support the development of Liang Melas Datas and its surrounding areas, as well as boost the economic growth of Karo regency.(*)

The Head of State took off from Soewondo Air Force Base, in Medan city onboard the Air Force’s Super Puma helicopter at around 08.35 Western Indonesian Time.

Upon his arrival in Kutambelin village (Liang Melas Datas), Karo regency, President Jokowi together with his entourage headed towards Jeruk village to observe road infrastructure as well as to meet and talk to orange farmers.

Afterwards, President Jokowi will continue his working visit to Langkat regency by using the Air Force’s Super Puma helicopter. 

In Langkat regency, President Jokowi will inaugurate Binjai-Stabat Toll Road at the Stabat Toll Gate, Stabat district.

President Jokowi is also scheduled to distribute direct cash assistance to the merchants at Kebun Lada Market in Binjai city.

After performing Friday prayer at a mosque in Binjai city, the President and the entourage will head towards Soewondo Air Force Base, Medan city, to return to Jakarta by using Indonesia-1 Presidential Aircraft.

Using the Indonesia-1 Presidential Plane, the President wearing a suit and cap, as well as a green-red-patterned sarong took off from Soekarno-Hatta International Airport, Tangerang, Banten, at around 07.00 WIB.

Upon arrival at Sultan Aji Muhammad Sulaiman International Airport, Balikpapan City, the President will go directly to the Balikpapan Sport and Convention Center to attend the Inauguration of the Nahdlatul Ulama Executive Board (PBNU) for the 2022-2027 Solemn Period and the 96th Harlah of NU.

After the event, the President will move to Sepinggan Market, Sepinggan District, Balikpapan City to hand over direct cash assistance for traders.

Borneo Tribun Jakarta - Indonesia Pushes for B20 Contribution on Green Energy TransformationTransformation towards green energy is one of the main focuses in Indonesia’s G20 Presidency, according to President Joko “Jokowi” Widodo.

In line with that, the President has call for contribution of B20 in the effort to boost this energy transformation.

The statement was made when the President officially opened the B20 Preliminary Meeting or B20 Inception Meeting 2022 virtually from Bogor Presidential Palace in West Java province, last thursday.

“We hope B20’s contribution can accelerate a smooth energy transformation without bringing negative impacts on small communities,” he said.

Global solutions in terms of funding and partnerships, the President added, are an agenda that must be the main concern, including technology transfer to encourage green economy-based production.

“The potential in the renewable energy sector must be followed by a clear scenario and roadmap, including funding and investment,” he added.

President Jokowi went on to say that Indonesia has a new and renewable energy potential of 418 gigawatts, including from water, geothermal, wind and solar sources.

Indonesia also has a wealth of metallic mineral resources needed to drive the transition to a sustainable green economy, he added.

“We are rich in nickel, bauxite, tin and copper. We will make sure we will supply enough of these materials for the world’s needs but not in the form of raw materials, but in the form of finished or semi-finished goods with high added value,” he said.

The President also explained that nickel downstreaming, which began in 2015 in Indonesia, has brought a positive impact on job creation, increased export value, and Indonesia’s trade balance.

According to the President, the value of Indonesia’s exports has increased by US$230 billion that was greatly influenced by the increase in steel exports.

In the meantime, steel exports in 2021 will reach US$20.9 billion, increasing from that in the previous period at US$1.1 billion in 2014.

As for 2022, President Jokowi estimated that the value of Indonesian steel exports can reach the range of US$28-30 billion.

“After nickel, we will encourage investment in the bauxite, copper and tin sectors,” he said, adding that the mechanism for the transition of energy from fossil energy to new and renewable energy will continue to guarantee investment certainty.

The Indonesian Government, he added, is also encouraging the “early retirement” of steam power plants (PLTU) in the islands of Java and Sumatra and switching to new and renewable energy such as geothermal and solar panels.

“We will enable participation of the private sector to invest in this energy transition. There are currently 5.5 gigawatt steam power plants ready for this early retirement program,” he added.

The Indonesian Government, according to the President, has also decarbonized the transportation sector by building mass urban transport, such as the LRT and MRT in capital Jakarta, as well as encouraging investment in electric car factories.

“We are inviting investment that can encourage mutually beneficial added value,” he remarked.

The agreement was signed by the Indonesian Minister of Law and Human Rights (Menkumham) Yasonna H. Laoly and the Minister of Home Affairs and Singapore's Minister of Law K. Shanmugam and witnessed by Indonesian President Joko Widodo (Jokowi) and Singaporean Prime Minister (PM) Lee Hsien Loong.

Menkumham Yasonna Laoly explained that the Indonesia-Singapore Extradition Agreement had a retroactive period (retroactive from the date of its promulgation) for the past 18 years. This is in accordance with the provisions on the maximum expiration as stipulated in Article 78 of the Indonesian Criminal Code.

"In addition to the retroactive period, this Extradition Agreement also agrees that the determination of the nationality of the perpetrator of a crime is determined at the time the crime is committed. This is to prevent the privileges that may arise as a result of changing the nationality of the perpetrator of a criminal act in order to avoid legal proceedings against him, "said Yasonna after the signing.

According to this Extradition Agreement, there are 31 types of criminal acts whose perpetrators can be extradited, including corruption, money laundering, bribery, banking, narcotics, terrorism, and the financing of activities related to terrorism.

“Indonesia has also succeeded in convincing Singapore to agree on an Extradition Treaty that is progressive, flexible, and anticipatory towards the current and future developments, forms and modes of criminal acts. The Indonesia-Singapore Extradition Agreement allows both countries to extradite criminals who, although the types of crimes are not explicitly stated in this agreement, have been regulated in the legal systems of the two countries," he explained.

Yasonna explained that the scope of the Indonesia-Singapore Extradition Agreement is that both countries agree to extradite any person found to be in the territory of the requested country and sought by the requesting country for prosecution or trial or execution of punishment for extraditable criminal acts.

"This extradition agreement will create a deterrence effect for perpetrators of criminal acts in Indonesia and Singapore," he said.

In addition, continued the Minister of Law and Human Rights, the Indonesia-Singapore Extradition Agreement will narrow the space for criminals in Indonesia to escape. This is because Indonesia already has agreements with partner countries in the region, including Malaysia, Thailand, the Philippines, Vietnam, Australia, the Republic of Korea, the People's Republic of China, and Hong Kong SAR.

In particular, for Indonesia, the enactment of the Extradition Agreement can effectively reach perpetrators of past crimes and facilitate the implementation of Presidential Decree of the Republic of Indonesia Number 6 of 2021 concerning the Task Force for Handling State Collection Rights for Bank Indonesia Liquidity Assistance Funds.

Prior to the official signing of the Indonesia-Singapore Extradition Agreement, the Indonesian government had begun working on it since 1998. Following is the timeline for the Indonesia-Singapore Extradition Agreement:

1. Efforts to establish the Indonesia-Singapore Extradition Treaty have been initiated by the Government of Indonesia since 1998 at every opportunity, both in bilateral and regional meetings with the Government of Singapore.

2. On December 16, 2002, at the Bogor Presidential Palace, West Java, Indonesian President Megawati Soekarnoputri and Singaporean Prime Minister Goh Chok Tong held a bilateral meeting to discuss matters relating to the development of cooperation between the two countries in all fields. One of the outcomes of the meeting was an agreement that Indonesia and Singapore would draw up an action plan or an action plan for the establishment of the Indonesia-Singapore Extradition Treaty.

3. On 27 April 2007, at the Tampaksiring Palace, Bali, the Indonesian Minister of Foreign Affairs, Hassan Wirajuda and Singaporean Foreign Minister George Yeo signed the Indonesia-Singapore Extradition Agreement witnessed by Indonesian President Susilo Bambang Yudhoyono and Singaporean PM Lee Hsien Loong .

4. The Indonesia – Singapore Extradition Treaty signed in 2007 cannot be enforced by the two countries because the Governments of Indonesia and Singapore have not ratified the Treaty.

Note: The reason the two countries have not ratified the Indonesia-Singapore Extradition Treaty is because the Governments of Indonesia and Singapore agreed that the ratification of the Extradition Treaty be carried out in parallel with the ratification of the Indonesia-Singapore Security Cooperation Agreement. In its development, Commission I of the Indonesian House of Representatives for the period of 2004 – 2009 in a Working Meeting with the Indonesian Foreign Minister on June 25, 2007, refused to ratify the Security Cooperation Agreement that had been signed so that it had an impact on the ratification process of the Indonesia-Singapore Extradition Treaty.

5. On October 8, 2019, the Indonesia-Singapore Leaders' Retreat was held to re-discuss the Agreement to Adjust the Indonesia-Singapore Flight Information Area Boundary (Realignment Flight Information Region/FIR) and the Security Cooperation Agreement.

6. Following up on the results of the 2019 Leaders' Retreat, the Indonesian Minister of Law and Human Rights then proposed that the Extradition Agreement which was paralleled from the beginning with the Security Cooperation Agreement was also re-discussed in the framework for discussion.
