Jakarta, July 24, 2025 – Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), Nusron Wahid, officially appointed several High-Ranking Primary Officials (Echelon II) within the Ministry on Wednesday, July 23, 2025. During the ceremony at the Prona Hall in Jakarta, he reminded everyone that 80% of ATR/BPN’s core duty lies in serving the public.
What Was the Focus of This Inauguration?
This inauguration stood out because most of the appointed officials are taking on newly created roles, especially within the Human Resources Development Agency (BPSDM). Minister Nusron stressed that public service and human capital development are the two most essential aspects for the success of the Ministry.
“At ATR/BPN, 80 percent of our core work is about service. So the key to success lies in two things: an efficient system and capable human resources,” he stated.

Why Is This Inauguration Important?
According to Minister Nusron, the future of ATR/BPN depends heavily on human resources, not physical infrastructure. He emphasized that the Ministry's most valuable investment is in systems and people—not buildings or bridges.
“If BPSDM fails to set up the right HR, then the output of ATR/BPN will be flawed in the future,” he warned.
What Are the Key Challenges Ahead?
One major concern highlighted by the Minister was the lack of awareness and training in risk management. He believes that decision-makers in the Ministry still don’t fully understand how to anticipate the potential impacts of policies.
“I’ve noticed that many still lack clarity. The risks of our policies and how to mitigate them haven’t been properly addressed,” he added.

To the new Head of the BPN Regional Office for North Kalimantan, Minister Nusron emphasized the importance of accurate land data, especially since the region is located near Indonesia’s national borders.
As for the officials in NTB and North Maluku, Nusron urged them to stay innovative and adapt to the changing times.

Minister Nusron concluded by encouraging all the newly appointed officials to carry out their duties with integrity, innovation, and a strong public service spirit.
