DPR RI and ATR/BPN Hold Work Meeting to Review Land Affairs and National Spatial Planning Performance. |
Jakarta – To improve performance and resolve various land issues across the country, Commission II of the Indonesian House of Representatives (DPR RI) held another work meeting with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) on Monday (May 19, 2025). This meeting involved Regional Offices (Kanwil) of the BPN from all provinces in Indonesia and followed up on the Q1 performance evaluation.
The Chairman of Commission II, Muhammad Rifqinizamy Karsayuda, emphasized that the meeting aimed to dig deeper into why performance achievements were still below 25%, even though budget absorption had been relatively good.
“Last month we conducted an evaluation with the Minister of ATR/BPN. Today, we want to identify the obstacles behind the low performance and what needs to be done moving forward,” he explained during the meeting at the DPR RI Building, Jakarta.

The meeting focused on several strategic issues, including the progress of Agrarian Reform and asset legalization, the alignment of national land and spatial policies, and conflict resolution in land disputes. Bureaucratic reform and the push for digital land services were also top priorities.
Rifqi also pointed out the need for better financial management at the ATR/BPN Ministry, following his recent discussions with Indonesia’s Audit Board (BPK).
“I spoke with BPK yesterday—they advised extra attention to the Ministry’s 2024 financial governance. If it's not improved, we may lose the Unqualified Opinion (WTP) that we've achieved in past years,” he warned.
Communication Is Key
ATR/BPN Secretary-General Pudji Prasetijanto Hadi stressed the importance of informal communication between the central government and regional offices. He believes that this approach can help speed up issue identification and resolution.
“If we keep communication open, we can quickly gather early data on cases and act fast. Our colleagues at the central office can then jump in and help solve the issues right away,” said Pudji.
He also gave a firm deadline to all regional BPN representatives to follow up on the meeting results.
“Please summarize everything we discussed today and submit it by Thursday at the latest. I’ll pass it along to the Minister and Commission II. This includes matters like HGU (Right to Cultivate) and HGB (Right to Build),” he added.

Commission II member Aziz Subekti voiced his strong support for the ATR/BPN Ministry—especially in addressing land conflicts that often impact vulnerable communities.
“The President’s message is clear: the state must stand with the people, especially the underprivileged. We all share the same goal—to resolve land issues seriously and transparently. Hopefully, this shared spirit will eliminate the ‘dark areas’ in conflict resolution,” he said.
The meeting was attended both in person and online by senior officials from the ATR/BPN Ministry and heads of BPN regional offices across the country. This collaborative effort is expected to lead to real progress in national land and spatial governance.
