Spending the budget fast doesn’t always mean spending it right. That was the straight-to-the-point message delivered by ATR/BPN Secretary General Dalu Agung Darmawan as he officially opened the East Java BPN Regional Working Meeting (Rakerda) on Monday (January 26, 2026).

The meeting was held in a hybrid format—both offline and online—with the main venue set at the Reforma Hall of the East Java BPN Regional Office. Joining virtually from Jakarta, Dalu Agung used the moment to stress one big thing: budget planning must be disciplined, focused, and ready to go from day one of the fiscal year.

Budget Is a Policy Tool, Not Just a Spending List

In his remarks, the Secretary General made it clear that the DIPA (Budget Implementation Document) is not just paperwork or a monthly spending checklist.

“This budget is a tool to execute leadership policies, the Minister’s direction, and national priorities—not something to casually spend day by day,” he said.

He urged the Head of the East Java BPN Regional Office to closely monitor budget usage and ensure every rupiah supports programs that truly matter at the national level.

Three Key Roles, One Clear Vision

Dalu Agung also highlighted the importance of alignment between three critical roles in budget management:
the Budget User Authority (KPA), the Commitment Making Officer (PPK), and the Treasurer.

According to him, these roles must be on the same page—no assumptions, no blind trust.

“Don’t just believe reports. Everyone needs to understand what the product is, what the output looks like, and what impact it delivers,” he emphasized.

Budget Absorption: On Time, On Target, and High Quality

When it comes to budget absorption, the message was equally clear. TORs and cost plans should be finalized as early as January, with spending mapped out month by month.

But speed alone isn’t the goal.

“Absorbing the budget isn’t about spending it all. It’s about making sure the results actually benefit the organization and the public,” he added.

Be Bold, Execute Early, Manage Risks

Wrapping up his direction, the Secretary General encouraged heads of land offices to be confident decision-makers, strengthen program execution, and identify risks early.

“As KPA, you’re trusted with authority. That means being ready to execute early, follow the rules, and deliver high-quality outcomes,” he concluded.

Rakerda 2026: Setting the Tone for Better Budget Performance

Meanwhile, East Java BPN Regional Head Asep Heri reported that this year’s Rakerda carries the theme Preparation for the 2026 Fiscal Year as Part of a Quality Control Instrument for Budget Planning, Implementation, and Performance.

The meeting was attended by all East Java BPN regional and local land office officials, both in person and online.

Also present onsite were Director General of Agrarian Structuring and Acting Director General of Land Acquisition and Development Embun Sari, Special Staff for Agrarian Reform Rezka Oktoberia, along with several senior officials from the ATR/BPN Ministry.
