| Deputy Minister Ossy Reviews Two Innovative Land Services in Tangerang City. |
Tangerang City – In a move to improve the ease and speed of land services, Deputy Minister of Agrarian Affairs and Spatial Planning/Deputy Head of the National Land Agency (Wamen ATR/Waka BPN), Ossy Dermawan, visited the Land Office (Kantah) of Tangerang City on Wednesday, July 23, 2025. During his visit, he reviewed two breakthrough innovations now being implemented: the Drive-Thru Service and the Virtual Land Office.
What Are the Innovations?
These two new services were designed to make land-related processes more efficient and accessible for the public:
-
Drive-Thru Certificate Pickup
Citizens can now pick up land certificates without leaving their vehicles. Once they receive a notification with the scheduled pickup time, they simply drive up to the window, and staff will hand over the documents. During the visit, Deputy Minister Ossy personally handed certificates to residents, including one who had just completed a roya (mortgage release) process. -
Virtual Land Office
Accessible via https://kot-tangerang.atrbpn.go.id, this online platform allows users to access a full range of land services from anywhere. Services include registration counters, customer service consultations, document uploads, form downloads, PNBP (non-tax revenue) payments, and document retrieval—all done digitally.
Who Was Involved?
The visit was attended by several key figures, including:
-
Yeka Hendra Fatika from the Indonesian Ombudsman
-
Adjie Arifuddin, Expert Staff for Public Administration and Good Governance
-
Hendri Teja, Expert Staff for Strategic Issue Resolution
-
Sudaryanto, Head of the BPN Regional Office of Banten Province
-
Heri Mulianto, Head of the Tangerang City Land Office
Deputy Minister Ossy also held a teleconference with Eric Widjaja, an Indonesian citizen currently working in Japan, who was using the Virtual Land Office for his land certificate consultation.
What’s the Benefit for the Public?
These innovations were well received by the public. The Drive-Thru Service speeds up the document retrieval process without requiring people to wait in line. Meanwhile, the Virtual Land Office opens up access for those who live far from the physical office—or are even abroad.
Yeka Hendra Fatika noted, “This kind of accessible and transparent service can help eliminate land mafia practices that have long plagued our system.”
Why Is This Innovation Important?
One of the biggest challenges in land affairs has been the difficulty in accessing reliable services. With these new innovations, the Tangerang City Land Office is taking a major step forward in building a more transparent, efficient, and public-friendly system.
What’s Next?
These innovations are expected to serve as a model for other Land Offices across Indonesia. The central government continues to encourage digital transformation as part of a broader push for bureaucratic reform and better public service delivery.
The introduction of Drive-Thru and Virtual Land Office services by the Tangerang City Land Office shows a strong commitment to improving public service. Deputy Minister Ossy's visit highlights the importance of innovation in building a more accessible and trustworthy land administration system in Indonesia.
